Town opens Opioid grant fund program

TOWN OF HUNTERTOWN, INDIANA OPIOID RESTRICTED FUND GRANT PROGRAM

Background

The Town of Huntertown’s Opioid Restricted Fund (ORF), as established by Huntertown Town Council Ordinance 2022-017, passed October 17, 2022, receives annual payment resulting from opioid-related litigation. Several major national settlement agreements were reached in 2021 and 2022 following decades of litigation brought by state and local governments against pharmaceutical companies, pharmacies, and distributors over their role in the national opioid overdose crisis. These settlements resolved litigation and determined annual payment amounts to states and local units (i.e., towns) from each defendant over a period which extends to approximately 18 years.

Purpose

The primary mission of the Opioid Restricted Fund Grant Program is to support programs and services that aim to reduce opioid addiction, prevent overdoses, and assist individuals in their recovery journey. The national settlements have in common a list of core strategies as allowable uses, referred to as “Exhibit E: List of Opioid Remediation Uses”. These funds must support evidence-based or promising activities, may not supplant other funds, and must be directed towards opioid abatement activities specifically. 

Goals of Opioid Restricted Fund Grant Program

In creating grant opportunities and distributing funds from the Town of Huntertown’s Opioid Restricted Fund, the Town of Huntertown aims for:

·         Transparency regarding access to funds, strategy, and awarded activities.

·         An equitable, objective, and fair process for accessing grant funds.

·         Alignment with local and state overdose response strategies.

·         Filling gaps rather than duplicating efforts.

·         Responsiveness to data-informed Town needs and community input. 

Who Can Apply?

Local non-profit organizations, healthcare providers, community coalitions, and other entities that work directly on opioid prevention, treatment, or recovery are encouraged to apply for funding. The Town of Huntertown will prioritize projects that have a proven impact on reducing opioid addiction, supporting recovery efforts, and improving public health outcomes in Huntertown.

Types of Eligible Programs:

·         Prevention Initiatives: Programs aimed at educating the public about the dangers of opioid use and providing resources to prevent addiction.

·         Recovery Services: Funding for treatment programs, recovery support groups, and rehabilitation services that help individuals overcome opioid addiction.

·         Public Health Programs: Initiatives that promote health and safety, such as overdose prevention, access to naloxone, and healthcare services for those affected by opioid use.

How to Apply

Applications are accepted year-round and reviewed by the Huntertown Town Council when submitted. The Town Council has discretion to award funding to applicants based on availability of funds and merits of applications. No organization can apply for funding more than once in a calendar year.

Organizations interested in applying for the Opioid Restricted Fund Grant Program should prepare a detailed proposal that outlines their program objectives, expected outcomes, how the funds will be used to support opioid prevention or recovery efforts, and complete the application.
